本研究は、戦間期ノルウェーにおける極地領土獲得運動の検討を通して、その国家形成と国家意識の関係を国内外の動向との関連で考察し、1920～30年代の欧州の中の国家と領土の関係について一つのモデルを抽出する。欧州の地域統合史には、国家をめぐる両極端の動きが存在し、EUに繋がる西欧諸国のヨーロッパ主義がある一方、新興国家に存在した膨張主義的な地域構想があった。しかし、1905年に独立したノルウェーでは「極地帝国主義」とも言われるナショナリズム運動が盛り上がりを見せるものの、最終的に新設の国際連盟の動向に沿う形で近隣諸国との友好関係を維持し、欧州国際政治秩序の形成に貢献したという点で特異的であった。
本研究の目的は、戦間期ノルウェーの極地領土要求運動に見られる膨張主義と国際協調主義の相克におけるロジック並びに国内外の関係を明らかにし、なぜ、当時のヨーロッパの新興諸国あるいは独立を志向する民族の中に顕著であった、こうした領土要求を含んだナショナリズムの動きが、ノルウェーでは国際協調主義へと転じることになったのか、その過程と構造を考察することにあった。本年は研究の初年度にあたるため、当該テーマに関する資料収集と先行研究の分析、検討に焦点をあてて研究を行った。戦間期研究は内外において研究が深まりつつある分野であり、特にこれまであまり省みられてこなかった国際連盟への研究も本格的に始まっており、こうした先行研究を分析する形で研究を進め、資料の整理を行った。さらに本研究の射程を敷衍する形で、現在の国連において実務家の立場から考察を行なっている荊尾遥氏（元国際連盟軍縮局専門員）に依頼して、国際機構と安全保障並びに各国の姿勢に関する意見交換を行い、アウトリーチ活動としてオンラインによる講演会を開催した。
また先行研究の分析、並びに本研究の今後の課題を明らかにするためにバルト＝スカンディナヴィア研究会発行『北欧史研究』37号、2020年に研究ノートを投稿し、掲載された。本研究ノートでは、当時のノルウェーの領土拡張主義運動のプロセスに焦点を当ててその概要を明らかにし、同時に本領土要求が国際司法裁判所において退けられる中で、なぜノルウェー政府は反論せずにそれを承認したのか、また全国的に大きな盛り上がりを見せていた拡張主義運動もこれを機に沈静化していったのか、という問題解明の縁を得ることができた。
当初の計画ではノルウェー現地に赴き、資料収集並びに現地の研究者との意見交換を行うこととなっていたが、昨年春より国際的に猛威を振るったcovid-19の感染予防からノルウェーで居住していない外国人の入国禁止制限が敷かれたために、渡航が叶わなかった。その結果、当時の新聞や一次資料、また関係者へのインタビューも行うことができずその点では研究の進捗はやや遅れているいわざるを得ない。これについては、可能な限り先行研究を入手しその検討を行うことで、今後渡航が叶うような状況となった際の準備作業を進めることとした。
2020年度に実施できなかった現地での関係者、研究者へのインタビュー、意見交換の実施、並びに公文書館、極地研究所、中央図書館での資料収集を進める。具体的にはノルウェー議会並びに政府の文書を閲覧し、当時の政府決定の理由に関する分析、議会での議論の内容を明らかにする。さらに領土要求運動の中心人物ホールの活動、彼に従う形で民間のグリーンランド探検活動や領土要求運動に集っていた活動家の実態を明らかにすべく、当時の新聞を、地方紙も含めて閲覧し、また後の極地研究所となるノルウェー・スバルヴァール・北極海研究所で資料収集、インタビューを行う。
