<p>Since the 1990s, there has been a growing number of cases where individuals seek compensation and apology from former colonial powers. This article aims to identify factors that have enabled such lawsuits and discusses conditions that would lead to a broad social reconciliation. This paper demonstrates that with the end of the Cold War, structural factors that had sustained strategic reconciliation between former colonial powers and newly independent states disappeared, and that there emerged new conditions which encouraged individual victims to take action, namely 1) democratization, 2) development of international humanitarian law and a growing international recognition of victims' rights to reparation, and 3) economic growth of former colonies and the subsequent expansion of educational opportunities and enhanced status of these countries in international relations. It then argues that the existence of an event that triggered widespread public interest on the part of the perpetrator country is an important factor that determines whether a case can lead to reconciliation supported by a wide sector of society. The argument is based on the examination of three sets of cases—two cases in which judgments were rendered in favor of victims (the ruling of the Civil Court in The Hague regarding the Rawagede massacre committed by Dutch soldiers during the Indonesian independence war, and the decisions of the High Court in London regarding the Mau Mau uprising against British rule in Kenya in the 1950s) and a series of lawsuits brought against the government and corporations of Japan by foreign nationals seeking compensation for wartime labor and atrocities.</p>
