    Broad representation and competent leaders are both important factors when selecting representatives in a democracy. While gender quotas aim for the equal representation of genders, it is a challenge for non-elite women to become politicians in the context of elite dominance. In such cases, equal representation between social classes may be impeded. Gender quotas may also make the selection of competent leaders difficult if the number of qualified women is limited and if the opportunity cost of becoming a politician is high for such women. This study explores the random assignment of gender quotas across villages in India to examine the impact of gender quotas on the broadness of representation and the competence of candidates. We conducted a field survey in villages and collected information about cognitive and non-cognitive skills and the socioeconomic backgrounds of the voters and candidates in local elections. We find that female candidates with higher cognitive skills are more positively selected among voters compared to male candidates, while households with less leadership experience can participate in elections as candidates in a gender quota system. These results suggest that the quota system could have the potential to promote broad political participation and encourage meritocratic candidate selection.

    Abstract

    While recent empirical evidence reveals some effective interventions in preventing corruption among bureaucrats and politicians, there has been little discussion on how to prevent the bribe-giving behavior of ordinary citizens. This paper investigates the role of social media information in influencing the supply of bribes by citizens instead of the demand side. We, therefore, developed and published an original news application in India and implemented a 3-month experiment. In this application, we randomly circulate live news related to corruption to users and incorporate a lab experiment into the app system to elicit users’ bribery behavior every week. We find that corruption news involving politicians within a close geographical proximity lowers users’ moral costs against the anti-social bribery act, leading to an increase in the amount of bribes. However, news of accused citizens and officials within the geographic proximity increases their moral cost against bribes and decreases the amount. This suggests that individually tailored local information on corruption may be an effective tool to reduce citizens’ supply of bribes.

    We examine the impacts of the minimum wage on employment using the minimum-wage hike induced by the introduction of indexation of the local minimum wage to the local cost of living. The revision of the Minimum Wage Act in 2007 of Japan essentially required the government to set the minimum wage indexed to the local cost of living, with a five-year moratorium period. The government subsequently increased the minimum wage in areas where the cost of living was high relative to the local minimum wage. Allowing for different trends in labor-market outcomes across regions in the pre-treatment period, we find that the minimum-wage hike raised the wages of low-wage workers, but reduced the employment of less-educated young men. A panel analysis based on matched Labor Force Survey data indicates that the minimum-wage hike decreased the job flows of prime-age men and women.(c) 2021 The Author(s). Published by Elsevier B.V.     This paper considers whether the minimum wage is a well-targeted antipoverty policy by examining the backgrounds of minimum-wage workers. Whether raising the minimum wage reduces employment for unskilled workers is also investigated. An examination of micro data from a large-scale government household survey, the Employment Structure Survey (Shugyo Kozo Kihon Chosa), reveals that approximately half of minimum-wage workers belong to households with annual incomes of more than 5 million yen as a non-head of household. A regression analysis indicates that an increase in the minimum wage moderately reduces the employment of male teenagers and middle-aged married women, while it encourages the employment of high-school age youth.

    独立以来ほぼ選挙民主主義が中央および州において機能してきたインドでは、1950年代後半以降、「政治過程としての分権化」とでもいうべき展開が見られ、世紀転換期には州を基盤とする地域政党の連立政権が中央に現出するに至った。その後、経済自由化とともに国家としてグローバル社会に対応しようとする中で、現在では集権化への新しい契機も見られる。
    本研究では、政治学のみならず、経済学や社会学、文化人類学などさまざまなアプローチを駆使し、また現地インドの研究者・研究機関との協力によって、インドで行われている政治行政の実相に迫りながら、政治的分権化と集権化との間のダイナミズムの学問的理論化を試みる。

    本研究は、様々な差別や貧富の格差の著しいインドを分析対象として、①情報の伝達手段や内容が投票行動に与える影響、②贈収賄の起こりやすさ、③女性議員の議席割当制度の効果、④地方分権改革の効果、の4つの研究課題を遂行する。本研究は、情報伝達や意思疎通が真実に基づいた適切なものになるための条件は何か、地方分権化や議席割当制度などの広範な政治参加の促進を目的とした改革の帰結は何か、といった問題に一定の回答を与え、多元的な社会における民主制の利害調整機能と機能不全のメカニズムを解明し、よりよい統治のための改善策を提示することが目的である。
    本研究は、民族・宗教・カースト・性別に基づく差別や貧富の格差の著しい民主主義国家インドを分析対象として、①情報の伝達手段や内容が投票行動に与える影響の検証、②贈収賄の起こりやすさの検証、③女性議員の議席割当制度の効果の検証、④地方分権改革の効果の検証、の4つの研究課題を遂行することを目的としている。これらの課題に関連して、2019年度は、地方議会における女性に対する議席割り当ての効果の検証、スマートフォンのアプリを通じた汚職に関するオンライン実験、という主に2つの研究を実施した。
    一つ目の研究は、インドバンガロールにあるInstitute for Social and Economic Change (ISEC)との共同研究である。2019年7月に事前準備としてISECを訪れ、政府機関や村議会でインタビューを通じて制度や現状の把握を行った。そのうえで、質問票および調査計画をたてて、2019年12月から2020年2月にかけて、50村議会、1000人への1回目のインタビュー調査を行った。2回目の調査はKarnataka州における村議会選挙実施後の2020年度5月ごろを計画している(ただし、2020年4月現在、COVID-19の感染拡大にともない調査も選挙も延期)。
    二つ目の研究は、本研究グループで独自に開発した汚職ニュース配信アプリをGoogle Playなどを通じてインドで配布し、アプリを通じた汚職に関するニュース配信および掲示板を通じた意見の交換が人々の倫理観に与える影響の検証を試みたものである。本研究については、インドの調査会社に謝金などの支払いを委託し、2020年2月から3月にアプリの公開を実施した。2020年度に統計的な分析を進める予定である。
    以上の研究については、いずれも2020年度にデータの整理、分析を予定している。この他、関連する研究について国内外の学会での発表を行った。
    当初予定していた2つの大きな研究計画について実施することができたため。
    2020年度は、地方議会選挙の研究について地方議会選挙後に2回目の調査を実施すること、汚職に関するアプリ実験について統計的に分析すること、2021年度に実施する調査の準備を進めること、の3点について計画している。ただし、新型コロナウイルスの状況によっては、本研究グループがインドに渡航することが難しい状況が想定される。最悪の場合は、インドで都市封鎖が長引けば、インドでの調査も実施不可能となるかもしれない。その場合は、早い段階でオンライン調査などの代替手段を検討する。

    India's post-independence political development evolved around the federal framework based on its cultural, religious and other diveristies on the one hand, and the centralised structure for the social and economic development, in which the former modified the latter to bring the de-centralized relations on the basis of constituent States as represented by several coalition governments at the Centre. This research understands this development as an attempt to create a society based on the regional diversities under the single sovereign state and made an effort to find out the processes to it by comparing the politics in different States.
    The majority rule having re-emerged at the Parliamnet just before this project was further strengthened during the research period and we tackled such a new development as the competition between the decentralisation based on the regional diversities and the centralisation demandedn by the globalisation tendencies on the state.
