The social and physical environment has been shown to influence the fear of crime. Little is currently known about the relationship between perceived neighborhood disorder and fear of crime in Japan. Combining census data with responses to four sweeps of a national public safety survey, this study explored individual-, household- and neighborhood-level predictors of fear of property crime in Japan. Consistent with theoretical expectations, multilevel models found that being the victim of crime, living in larger cities, and perceived higher levels of social disorder were associated with higher levels of fear of household property crime. Our findings underline the importance of addressing (perceived) neighborhood disorder in efforts to improve feelings of safety and security.

Theft of agricultural produce and equipment, especially fruit, has become a serious issue in Japan. However, current understanding of the kinds of challenges each agricultural region faces, which is important to prevent agricultural theft and farmer victimization, is limited. Against this background, the current study involved interviews of stakeholders from Japan Agricultural Cooperatives to better understand the current situation of theft of agricultural products and equipment victimization, the introduction of prevention measures, as well as cooperation with related actors in agricultural theft prevention. In total, 11 semi-structured interviews were conducted. The results demonstrate that situations of agricultural theft vary across areas, and a poor harvest may lead to higher risks of theft. It was also found that implementing agricultural theft prevention measures has been difficult due to the limited budget and an ageing population, including farmers. Additionally, in accordance with prior literature in Western nations, some farmers were reluctant to report their victimization experiences to the police. The current study highlights the need for introducing a system through which farmers can report their victimization to the police easily during the harvest season and for conducting empirical research on trends in agricultural theft with a focus on the possibility of displacement of crime. In addition, the study emphasizes the importance of implementing crime prevention measures that reflect the characteristics of rural areas and promote mutual understanding among community members.

<jats:title>Abstract</jats:title><jats:p>Recently, Japan has been grappling with various forms of consumer fraud. Consumer fraud victimization causes not only monetary losses but also nonmonetary costs such as emotional stress and psychological trauma. Therefore, it is necessary to investigate the factors associated with the risk of consumer fraud victimization in order to identify vulnerable groups and implement suitable prevention measures. Consequently, this study aims to analyze the sociodemographic and routine activity factors associated with consumer fraud victimization risk in Japan. Drawing on data from a social survey of residents in Chiba Prefecture, Japan, this study employs a series of logistic regression models. This study demonstrates that while using social networking services is unrelated to respondents’ likelihood of experiencing consumer fraud victimization, the frequency of contacting individuals whom respondents have only met online was statistically linked to increased consumer fraud risk. Additionally, only 10.7 to 31.9% of respondents were aware of the available support services for victims of consumer fraud and related issues. This study proposes that social networking providers could aid in preventing consumer fraud by displaying warning messages when users send messages, alerting them to possible threats.</jats:p>

Community policing plays an important role in Japanese policing. One prefecture in Japan installed a security box to facilitate community-based crime prevention activities, encouraging interactive partnerships with community neighbours. This study aimed to determine the time-course impact of the implementation of the security box on fear of crime. A questionnaire survey was conducted before, immediately after, and a few years after the implementation of the security box at two different locations. A series of analyses revealed that (1) the number of respondents who knew about the security box, passed by the security box, and saw security advisors staffed at the security box increased from immediately after the introduction to three and a half years after the introduction, (2) levels of fear of crime increased from Wave 1 to Wave 3, and (3) the security box was not associated with levels of fear of crime. Although this study did not provide empirical support for the effects of the security box on lowering fear, many respondents expect its effectiveness in improving neighbourhood safety and community crime prevention; moreover, it is necessary to determine its long-term impact.

Purpose/Background
City-specific temporal analysis has been commonly used to investigate the impact of COVID-19-related behavioural regulation policies on crime. However, these previous studies fail to consider differences in the intensity of intervention among cities and the impact of these behavioural regulation policies on crime trends nationwide. This study performs panel data analyses to examine how the declaration of a state of emergency (SoE) affected ambient population and crime in Japan, taking advantage of the fact that the SoE was implemented at different times in different prefectures.

Methods
The current study uses two sets of panel data of 47 prefectures for 22 weeks from February to July 2020: (1) the data on ambient population in five types of locations provided by the Google Mobility Reports, and (2) official crime data of six types of crime: residential burglary, commercial burglary, theft of/from vehicle, bicycle theft, sexual assault, and violence and injury. Firstly, an ordinary least squares regression analysis was performed to examine the impact of the SoE on the ambient population. Then a negative binomial model with fixed effects was adopted to examine the effect of the ambient population on the crime trends.

Findings
The SoE declaration was found to increase the ambient population in ‘residential’, and decrease that in other settings including ‘workplaces’, ‘transit stations’, and ‘retail and recreation’ in targeted prefectures. Spill-over effects of the SoE were observed on the ambient population of non-SoE prefectures. The ambient population have impacted five out of the six types of crime examined, except for sexual assault. After controlling for the ambient population, we observed an increase in commercial burglary and theft of/from the vehicle in all prefectures during the SoE weeks, compared to the weeks when the SoE was not declared.

Conclusions
The declaration of the SoE during the COVID-19 pandemic changed the ambient population in the SoE-prefectures, resulting the changes in crime levels as well. In addition, the implementation of the SoE in specific prefectures was found to have a contextual impact on national-level crime trends. Furthermore, the implementation of the SoE caused changes in some crime types that could not be explained by the changes in the ambient population, suggesting that the implementation of the SoE affected offenders’ decision-making. It is also worth noting that the changes in ambient population and crime trends during the pandemic were observed in Japan where the behavioural regulation policy without law enforcement was introduced.

Public confidence in the police has become an important issue in many countries because high levels of trust and confidence can allow the public to believe the police organisation is accountable and legitimate. Much empirical research on public attitudes towards policing is available in Western countries, and it has been revealed that community policing can affect the levels of trust and confidence in the police both positively and negatively. Using data from an online survey, this article seeks to address the impact of community policing on public trust and confidence in the Japanese police. The results of a series of hierarchical multiple regression
models demonstrated that being female, participating in crime prevention and self-defence classes are associated with high levels of trust in the police, while being liberal and experiencing police- initiated contact are associated with low levels of trust in the police. The implications of the findings for theory, research, and policing policy and practice are discussed.

The study proposes a new method of crime analysis combining data from multiple secondary data sources (census, open crime data, and social survey) to assess the risk of victimization and crime prevention behavior in resource-limited settings. Principal component analysis was performed on municipal-level census data (n =1,883) to generate a rural index that represents the ecological characteristics of each municipality across the urban-rural continuum. Multilevel logistic analyses were then applied to crime incident data (n =207,771) to assess the municipal-level effects on victims’ use of locks in motor vehicle and bicycle thefts. A linear pattern of victimization was found for bicycle theft (the risk was about one-thirtieth in the most rural municipalities than that in the most urban municipalities), while the pattern found was nonlinear for motor vehicle thefts. The analysis also revealed that victims in rural areas were less likely to have locked their vehicles before they were stolen than those living in urban areas. Using the rural index developed in this study, police forces can have a better understanding of crime problems in their jurisdiction across the urban-rural continuum. The study discusses the implications of the results for crime prevention and problem-solving policymaking in the urban-rural continuum.

行動科学の知見を活用して県警が実施した音声による万引対策の実証実験で、脅威を感じさせるメッセージよりも、良心に訴えるメッセージの方が、万引の抑止効果が高い可能性があることが分かった。結果発表会が１９日、県警で開かれ、協力した福島大の鈴木あい特任准教授が報告した。

実験はいちい系列スーパー１３店舗で、昨年８～１１月に実施。相手に命令せず、より良い選択をするよう促す「ナッジ理論」に沿った６種類のメッセージを録音再生器から流し、効果を確かめた。鈴木准教授によると「万引はお店の経営に大きな影響を及ぼします」といった良心に訴えるメッセージが流れた多くの売り場では、商品の損失割合「ロス率」が改善したが、「警備員が店内を巡回しております」との脅威を与えるメッセージが流れた一部の売り場では、ロス率が悪化した。鈴木准教授は倫理観に訴えるメッセージに効果があったとした一方、「警備員が巡回」という情報は「巡回していない今なら大丈夫」という思考に至らせた可能性があると解説した。県警は今後、県内のスーパーなどに対して、効果が高かったメッセージの活用を働きかける。

報告会終了後、県警の佐藤剛生活安全部長が鈴木准教授に感謝状を贈った。

福島県警がある実証実験の結果を発表しました。万引きを防ぐための新たな対策として、関係者からも注目が集まっています。
万引き防止対策の実証実験は、福島市を中心にスーパーを展開するいちいで、犯罪科学を専門とする福島大学の鈴木あい特任准教授が、県警と協力して２０２５年８月から４カ月間行われました。
実証実験で使われたのは「ナッジ理論」と呼ばれる考え方。
人の行動を強制させるのではなく、人の行動を自然に促す考え方です。
この考えに基づき、万引きを防ぐ音声を数種類流して、効果を比べました。
その結果を鈴木特任准教授は「受け手の道徳的規範・倫理観に訴えるメッセージっていうのが、特に万引きを抑止する効果が見られたということが分かりました。」と述べました。
最も効果的だったのは、「万引きはお店の経営に大きな影響を及ぼします」と良心に訴える言葉でした。
一方、「万引きは犯罪です」は逆効果でした。万引きを強調し、かえって万引きを引き起こしていた可能性があったということです。
警察は今後、効果のあった音声をＣＤに録音するなどし、県内全域の万引き被害の多い店で流していくとしています。

最も安定した効果があるとみられたのが「万引きはお店の経営に大きな影響を及ぼします。場合によっては、商品の値上げや品ぞろえの縮小にもつながりますので、万引きはやめましょう」というメッセージ。袋チョコやカミソリなど幅広い品目に効果が見られた。鈴木特任准教授は「道徳的規範、倫理観に響いた」と分析する。

一方、「万引きは犯罪です」や「警備員が巡回しています」といった、万引きの存在を強調するメッセージでは、逆に万引きを誘発させる可能性があることも分かった。

効果の高いメッセージでも特定の品目では逆の効果が出たほか、カップ麺やポケットサイズのお菓子類ではどのメッセージも効果が確認できなかった。鈴木特任准教授は「今後は違う店舗や地域での検証、犯人像の理解を進める必要性もある」と話している。

県警は新年度、「経営に影響する」とするメッセージなど効果が見られた2種類のメッセージを収録したCD―Rを用意。各警察署を通じて地域のスーパーなどに配布し、実際に店舗で活用してもらう考えだ。【松本光樹】

この実証実験は、県警察本部と福島市のスーパー「いちい」、それに福島大学が協力し、去年8月から11月まで行いました。対象は、県内にあるいちいの13店舗で、万引きに遭いやすいチョコレートや酒などの販売エリアに、万引き防止の音声を入れた録音再生機を設置。音声は数種類流しました。その結果は…。

袋のチョコやウイスキーの万引き防止に効果的だったのは、「万引きはお店の経営に大きな影響を及ぼします」「万引き防止の実験を行っております」といった【良心に呼びかける音声】です。

その一方で「万引きは犯罪です。万引き行為を見つけた際には、お店から通報します」といった【犯罪】という言葉を使った音声は、一部で悪化につながったということです。「警備員が店内を巡回しております」も、一部で悪化しました。

強制しない方が効果的というのは興味深いですが、「ナッジ理論」の「ナッジ」とは日本語で「行動をそっと後押しする」という意味があります。命令や指示するのではなく、相手に選択の余地を残しながら、そっと行動を促すものです。

実は、私たちの身の周りには、今回の万引き対策のほかにもナッジ理論が多く使われています。例えば、トイレで「いつも綺麗に使っていただきありがとうございます」という張り紙、スーパーやオンラインショップなどで目にする「期間限定」や「残りわずか」。これもナッジ理論の一つなんです。私たちも意識せずに行動を促されているケースが多いということですね。

県警は、効果のあった音声を各警察署に配布し、万引きが多発しているスーパーに設置することにしています。

福島大教育推進機構の鈴木あい特任准教授と福島県警生活安全企画課などが進めていた「ナッジ理論」を活用して自転車の施錠を促進する研究成果が、国際誌に掲載された。鈴木特任准教授によると、日本の研究者と警察が行った犯罪予防の実証成果が国際誌に載るのは初めて。

ナッジは特定の決断や行動を緩やかに後押しする行動科学の理論。２０２４（令和６）年８月から１２月まで実証を行い、県内１４カ所の公共駐輪場に理論に基づいた４種類のメッセージを記した看板や横断幕を掲示した。いずれも施錠率の向上に貢献した。

コスト認知を促す「カギかけの１秒が自転車を守ります」、感謝など互恵性をアピールする「いつもカギをかけていただきありがとうございます」の２点が特に効果があったという。

県警犯罪防止抑止対策アドバイザーを務めている鈴木特任准教授は「他の犯罪の種類についても有効か検討するのも意義がある」としている。

万引き被害の防止へ新たな一手。ポイントは「遠まわし」な伝え方だ。

福島市にあるスーパー「パワーデポ食品館」。店内に設置された「あるもの」に買い物客も関心を寄せている。「結構目立つので気にはなるかな」「警察って書いてあったので何だろうと思いました」といった声。

近づいてみると、センサーが反応して音声が流れる仕組みだ。
「このお店では、皆様に安心してご利用頂けますよう万引き防止の実験を行っております」装置から流れているのは、万引き被害防止を呼びかける音声メッセージ。8月からこの装置を利用した実証実験を始め、お酒コーナーやお菓子売り場など店内8ヵ所に設置している。

音声メッセージには「ある考え方」が活用されている。
福島県警察本部生活安全企画課の杉崎俊秀管理官は「これは犯罪科学のナッジ理論というものを活用しています」と話す。ナッジ理論とは、人の行動について強制せず「そっと後押しする」ことで、望ましい方向へ自然に促すこと。「万引きはお店に大きな影響を及ぼします」「忘れずにお支払いをお願いします」など直接的ではない表現で万引き防止を呼びかける。

杉崎管理官は「ナッジ理論を活用した万引き防止対策、これを音声で行う事については全国初の試みとなっていますので、効果はあると思いながらも、まだ未知数であるいったところから効果検証を重ねながら進めていくと考えています」という。

2025年7月までに福島県内で認知した刑法犯のうち、約7割を占める「窃盗」。万引き被害も後を絶たない。パワーデポ食品館の佐藤明宣副店長は「もしこの放送を聞いて思いとどまるという方がいれば嬉しく思います」と話す。

この実証実験は今年11月まで続けられ、今後は万引き以外の犯罪抑止にもつなげていく考えだ。

駐輪場で自転車の無施錠を減らすには、どんな看板を置くのがいいか。それを確かめようという3カ月間の実験結果が報告された。

福島県警や、鈴木あい・福島大学特任准教授、国の科学警察研究所犯罪予防研究室の島田貴仁室長が実験した。

グループは昨年8月末から12月初旬、福島駅前やいわき駅前など、県内で盗難の多い14カ所に4種類の看板と横断幕を掲示。事前に1～3割ほど確認されていた無施錠の自転車数の推移を見た。同種実験は他県でもあるが、今回は最大級の規模という。

メッセージには「ナッジ理論」という行動経済学の考え方を採用した。ナッジは「そっと後押し」などと訳され、禁止などを押しつけずに、特定の行為をそっと奨励できる手法として行政の現場で注目されている。

今回は「カギをかけよう」という従来型のほか、ナッジを活用した3種類のメッセージを用意。多数派の圧力に着目した「ここでは90%以上がカギをかけています」、被害を防ぐ行為のコストに目を向けさせる「カギかけの1秒が自転車を守ります」、受け手に感謝を伝える「いつもカギをかけていただき、ありがとう」の3種類だ。

結果は、すべてのメッセージに無施錠を減らす効果があった。ただ、駐輪場利用者への事後アンケートでは、「ありがとう」を覚えている人が6割を超え、4～5割にとどまるほかのメッセージより印象を残していた。

鈴木さんは「『ありがとう』は効果があると言えそうだが、なぜなのかは分からない。さらに研究を進めたい」と話した。

いつもカギをかけていただきありがとうございます――。こんな呼びかけで、福島県内で増えている自転車の盗難被害を減らそうとする実証実験を県警が始めた。実験に用いるのは、伝え方を工夫することで自発的な行動変容を促す「ナッジ理論」。全国的にも珍しい取り組みといい、県警は効果を期待する。（佐々木崇太）

県警によると、県内で今年１～７月に発生した自転車盗は６７９件で、前年同期から１６３件増えた。発生場所は駅の駐輪場が３０・９％と最多で、盗まれた自転車の６６・６％は施錠していなかったという。

駅駐輪場の無施錠を減らせば自転車盗も減らせるとして、県警が目を付けたのがナッジ理論だ。命令口調ではなく、おのずと鍵をかけようと思わせる４種類の文言を考えた。

その一つが「いつもカギを――」。このほか「この駐輪場では９０％以上の人がカギをかけています」「カギかけの１秒が自転車を守ります」「自転車のカギを忘れずかけよう」だ。

実証実験は、福島大と科学警察研究所（千葉県柏市）と実施する。８月２７日から１１月末までの３か月間、４種類の文言を書いた看板と横断幕を、福島市や郡山市など県内の主要駅前駐輪場計１４か所に設置。一定期間で文言を入れ替えて施錠率の変化を比較し、どの文言の効果が大きいのかなどを検証する。

郡山市のＪＲ郡山富田駅南口の駐輪場では８月２７日、「この駐輪場では――」など２種類の横断幕と看板が掲げられた。黄と黒の警告色を使った目を引くデザインで、駐輪場を利用する高校生らが目をとめていた。駐輪場を利用した郡山市内の専門学校に通う男性（２１）は「インパクトのあるデザイン。９割の人が施錠しているとの文言も見れば、周りに合わせようとする意識で施錠率が上がるのでは」と話していた。

県警に協力する福島大の鈴木あい特任准教授（犯罪科学）は「合理的な行動をしやすい人間の心理状態を踏まえてデザインを考えた」と話した。県警本部生活安全企画課の赤松正広課長は「強制するのではなく、そっと後押しするような言葉で自転車盗難の抑止につなげたい」としている。県警は検証後に結果を公表する予定だ。
