The founding spirit of Umeko Tsuda, which aimed to nurture independent "all-round women" who could contribute to society by acquiring specialized knowledge and a broad perspective, remains the educational philosophy of Tsuda University to this day. With a foundation in traditional English education and small-group seminars, Tsuda University has been sending out highly knowledgeable and skilled human resources to society as required by each era. In response to evolving social challenges such as declining birthrates, an aging population, globalization, and technological advancements, Tsuda University established the Department of Policy Studies at the Sendagaya Campus in 2017. This was the first such department at a women's university in Japan, aiming to develop female leaders capable of addressing societal issues. The department's curriculum focuses on three core areas: Social Science for understanding societal structures, Data Science for analyzing issues through data, and English for global communication. It also emphasizes practical learning through partnerships with companies, industries, and local governments. This paper explores the department's diverse studies, its guiding philosophy, and the career paths of its graduates, while reflecting on the social significance of the Department of Policy Studies at a women's university.

L2 comprehension and use of phrasal verbs was investigated through preference tests, translation tests, and writing, and the results showed the general avoidance of phrasal verbs as highlighted in prior studies, especially for leaners with a lower proficiency. In addition, it was found that while learners' receptive aspects of L2 vocabulary are greatly enhanced by gaining extensive language experience through five months of study abroad in an English-speaking country, no significant changes in the productive aspects can be expected. Based on these results, I proposed that there is a need for L2 learners to intentionally study multiple aspects of vocabulary and formulaic sequences including phrasal verbs, and that in L2 learning it is essential for them to increase awareness of register, low-frequency vocabulary, and academic vocabulary and to learn them intentionally.

This study focused on the skill-integrated English writing ability of Japanese university students who read English texts and create summaries in English. Specifically, we prepared an online English summary writing environment and analyzed the collected English summaries both quantitatively and qualitatively. In the summaries that received higher scores, attempts to paraphrase the content of the original text in their own words were observed; however, it was also found that the use of reporting verbs and the structural complexity of noun phrases required further improvement.
Through actual English summarization instruction in the 2nd-year writing course, it became evident that continuous instruction is essential for the development and retention of writing skills in English that integrate multiple English skills.

The research investigated the accuracy rates of inferencing unknown words attained by learners using short narrative passages with controlled vocabulary levels. The accuracy rates were measured on frequency of vocabulary words, grammatical functions, contextual clues, strategies used from the contexts, and reading comprehension of the texts. The accuracy rates of the target words in the form of non-words varied greatly, probably caused by the characteristics of each target word. The over all accuracy rate of all the target words resulted in similar range as obtained by earlier research results although it was not high. The result of the whole research suggests that for learners to acquire vocabulary words, it probably is necessary to repeatedly encounter the vocabulary items in a variety of contexts.
